HOW TO INSTALL EAGLE EYE CAMERA

Materials needed:

1.) Eagle Eye Camera
2.) USB extender/extension at least 5 meters
3.) Electric Drill / Drill bits (use 5)
4.) Toks (use 5) / Screws / Screw Driver
5.) Pliers / Long Nose
6.) Cable tie
7.) Wire (Alambre)
8.) Ladder
9.) Pencil

Procedures:
1.)Tingnan muna ang testing area kung masasakop ito ng eagle eye camera. Mas maganda kung nakakabit ang camera sa computer para may makita kayong view, ilagay nyo na rin ito sa pagkakabitan ninyo.

2.)Kung okay na sa inyo ang view ay maglagay ng palatandaan bago ikabit ang camera para hindi kayo mahirapan sa pagbutas. Tandaan na, ang dapat na makuhaan ng camera ay ang mismong testing area. Para hindi mahirapan ay mag lagay ng sasakyan.

GUIDELINES IN THE INSTALLATION AND USE OF EAGLE EYE

The eagle eye is now an integral part of all IT Providers’ PETC client application. Its’ effective use relative maintenance is crucial to establish the authenticity and validity of each emission test. Therefore, the following guidelines must be followed to avoid any “false result” that might be misconstrued as Non-appearance or any other violation. Following these guidelines will also avoid any inconvenience on your operations.

1. The eagle eye shall be installed solely by authorized technicians of the PETC IT Provider.

2. The eagle eye shall be installed in a fixed position facing the PETC lanes where emission tests are conducted.

3. The view seen on the image must cover all authorized lanes used in the emission test. In case of split lanes a second eagle eye can be installed but the cost of the device and peripherals shall be shouldered by the PETC client.

4. An initial shot of the eagle eye shall be made and printed on the eagle eye installation form to establish the permanent background that should be evident in al images taken and uploaded by the PETC.

5. After installation and orientation of its use, the form with the complete data and details filled out along with the signed consent to these guidelines shall be submitted to the technician for filing and future reference.

6. No PETC employee or any unauthorized personnel shall be allowed to tamper or reposition the device without prior notice.

7. The eagle eye shall be used to validate the existing images uploaded by the front webcam. Therefore, if in any case, the vehicle shown in the first image does not match, is not consistent, or is not seen in the image taken by the eagle eye, then this shall be concluded as “fake, altered picture and the PETC shall be penalized with a Temporary Refusal of Upload by its IT Provider. The length of the TRU shall depend on the number of violations made in the past.

a. First offense - 10 working days

b. Second offense – 30 working days

c. Third offense – permanent refusal of upload

8. Furthermore, the name of the technician involved in any of the “questionable” images shall be submitted to the Coalition of Clean Air Advocates (CCAA) for proper disposition to the concerned government agencies (recommend suspension and/or cancellation of TESDA certificates).

9. On the second offense, all “suspicious” images shall be submitted to the LTO monitoring group and/or other concerned agencies for proper disposition (recommend suspension and/or cancellation of DOTC/LTO authorization).

10. That the vehicle was supposedly tested outside of the view of the eagle eye is not an excuse since this is also a violation of DOTC regulations that all tests can only be conducted within the lanes (except for mobile /E-patrol operation).

11. In case of disconnection or malfunction not caused, the PETC shall call its PETC IT Provider for proper technical support.

12. In no case shall any PETC personnel or unauthorized person shall be allowed to trouble shoot without permission from its IT Provider.
